Full safety car
The safety car leads the field at reduced speed. The gaps between cars shrink, pit stops can become cheaper in time loss, and the restart can create a major race reset.
A safety car, virtual safety car, and red flag all slow or stop competition, but they do not work the same way. The main difference is whether cars are physically bunched, electronically pace-controlled, or brought back to the pits.
Each procedure protects marshals and drivers, but the race consequences are very different.
The safety car leads the field at reduced speed. The gaps between cars shrink, pit stops can become cheaper in time loss, and the restart can create a major race reset.
The virtual safety car controls speed without placing a physical car in front of the field. Drivers must follow timing deltas, so gaps are broadly preserved compared with a full safety car.
A red flag stops the session or race. Cars usually return to the pit lane, work may be allowed under the relevant rules, and the restart format depends on race-control instructions.

To reconstruct a neutralised period, begin with the official message and its time, then follow the instructions shown on the timing system. The initial deployment, pit-lane status, lapped-car instructions, ending signal, and restart point are separate events. A screenshot from one moment cannot establish what drivers were permitted to do throughout the whole sequence.
The three procedures also preserve the competition in different ways. A virtual safety car controls each driver's pace against a prescribed timing reference. A full safety car gathers cars behind a physical lead vehicle and changes their spacing. A suspension stops the race and moves the field into the procedure directed by race control. Strategy effects are consequences of the selected safety procedure; they are not, by themselves, evidence that the procedure was applied incorrectly.
